Shri Manish Tewari said- Today, I speak not only as the spokesperson of the Indian National Congress but also as a concerned and an anguished Indian. Our nation has been in a state of tension, has been legitimately anguished by the terror strike on the 14^th February, 2019, that killed more than 40 of our brave soldiers, belonging to the Central Reserve Police Force. The pre-emptive non military strikes on the 26^th February, 2019 have established new thresholds in the subcontinent. The NDA-BJP Government decided on course of action and the entire nation and the opposition have unanimously stood behind the decision of the Government. Pakistan yesterday carried out certain incursions into Indian Territory and these incursions are nothing but chicanery to subterfuge for decades of using semi state actors against India. Four decades of using proxies to target India and its instrumentality. However, what is the matter of grave anguish is the conduct of the BJP. Ever since the pre-emptive non military strikes were carried by the Government, the Indian National Congress postponed its meeting of the Congress Working Committee and various other political programmes associated with it.

 

As we thought and rightly so that this is not the appropriate time to be going ahead with political programmes, however what really shocked us was as at this point in time or at a point in time, when the nation is looking towards its leadership, when the nation wants its leadership to speak to it, the Prime Minister chooses to address the booth workers of the BJP rather than address the Nation. आज जरुरत देश को मजबूत करने की है और ये अजीब और दुर्भाग्यपूर्ण परिस्थिति है कि प्रधानमंत्री जी समझते हैं कि ये समय बूथ को मजबूत करने का समय है। It is unfortunate that at the point in time, when the priority should be further strengthening the nation, the Prime Minister thinks that this is the time to strengthen their electoral booths. भाषणों में तो प्रधानमंत्री जी कहते नहीं थकते कि देश दल से बड़ा है, पर वास्तविकता ये है कि ऐसा प्रतीत होता है कि ऐसी संवेदनशील घड़ी में भी वो समझते हैं कि दल देश से बड़ा है। And it is not only limited to the Prime Minister, yesterday if my information serves me correctly, the Home Minister of India was in Chhattisgarh, in Bilaspur attending political programmes of the BJP, on a day when  Wing Commander Abhinandan Varthaman displayed exemplary courage, and exemplary dignity and exemplary poise in the face of adversity. We would like to demand that Pakistan immediately return Wing Commander Abhinandan Varthaman to India. 

 

We strongly condemn the treatment which has been meted out to him, which is a clear violation of the canons of the Geneva conventions. However the sensitivity of the entire situation seems to be completely lost of the BJP. The day the pre-emptive non military strikes took place, the president of the BJP was in Gazipur appealing for the re-election of the Prime Minister. You have the former Chief Minister of Karnataka Mr. B.S. Yeddyurappa, saying that these pre-emptive non military air strikes will help the BJP win 22 out of the 28 seats in Karnataka and then you have the usual motor mouth in the Government saying that all those, who do not participate in the NDA rally and the Prime Minister’s rally on the 3^rd March would actually be considered as Pakistanis. 

 

With great respect all the statements play into the hands of Pakistan. They play into the hands of Pakistani propaganda. We would like to tell the NDA-BJP Government and we would like to tell the BJP that they need to rein in their motor mouths. This is not the time for crash politicking. The nation today stands as one, but, it is time that the NDA-BJP Government and the Bhartiya Janata Party come together as one with the nation.

 

श्री मनीष तिवारी ने कहा कि आज एक महज प्रवक्ता के नाते ही नहीं, पर एक भारतीय नागरिक के नाते जिस तरह की आज देश की परिस्थितियाँ हैं, उस पर अपना वक्तव्य देना चाहता हूं। 14 फरवरी, 2019 से लेकर आज तक इस देश में गुस्सा है, ये देश चाहता है कि हमारे वीर सैनिक, हमारे पैरामिलिट्री, सीआरपीएफ के जो जवान आतंकी हमले में शहीद हुए थे, उनको सच्ची श्रद्धांजलि दी जाए। 26 फरवरी, 2019 को सरकार ने ये तय किया कि हम पाकिस्तान के ऊपर, पाकिस्तान के आतंकी ठिकानों के ऊपर नॉन मिलिट्री प्रिएंप्टिव स्ट्राइक करेंगे, सरकार ने जो फैसला किया, पूरा मुल्क और तमाम विपक्ष सरकार के पीछे खड़ा हुआ पाया गया। पूरा मुल्क और सभी विपक्षी दल सरकार के साथ कंधे से कंधा मिलाकर खड़े पाए गए। पाकिस्तान ने जो कल कार्यवाही की है, उस कार्यवाही की जितनी निंदा की जाए, उतनी कम है। पिछले कई दशकों से पाकिस्तान, भारत के खिलाफ आतंकवाद प्रोत्साहित करता रहा है, सैमी स्टेट एक्टर, नोन स्टेट एक्टर को इस्तेमाल करते हुए और अपनी इन घिनौनी हरकतों के ऊपर पर्दा डालने के लिए उसने कल हमारे फौजी ठिकानों को टारगेट करने की कोशिश की। भारत का हर नागरिक और इस दुनिया का हर शांतिप्रिय नागरिक उस कार्यवाही की कड़े से कड़े शब्दों में निंदा करता है।परंतु बहुत ही दुर्भाग्यपूर्ण बात ये है कि ऐसे समय जब मुल्क का जो माहौल है, मुल्क का जो मिजाज है, वो राजनीति से ऊपर उठा हुआ है। कांग्रेस पार्टी ने अपने वर्किंग कमेटी की जो बैठक थी, उसको स्थगित किया, क्योंकि ये समय नहीं है राजनीतिक प्रक्रिया को आगे बढ़ाने का और ऐसे समय में भारत के प्रधानमंत्री जी ने ये उचित समझा कि वो देश को संबोधित करने की जगह, अपनी पार्टी के बूथ वर्करों को संबोधित करें। 

 

आज समय है देश को सुदृढ़ करने का, मजबूत करने का और ऐसे समय में देश अपने नेतृत्व की ओर देखता है और अगर मुल्क ये पाए कि जो कहते थे कि देश दल से बड़ा है, आज उनकी कथनी और करनी में दल देश से बड़ा पाया जा रहा है, तो एक बहुत बड़ी ठेस पूरे मुल्क को पहुंचती है। ये बात सिर्फ प्रधानमंत्री जी तक सीमित नहीं है, जिस दिन नॉन मिलिट्री प्रिएंप्टिव स्ट्राइक’ की गई, उसी दिन भाजपा के अध्यक्ष गाजीपुर में प्रधानमंत्री जी के लिए वोट मांग रहे थे कि श्री नरेन्द्र मोदी जी को दोबारा भारत का प्रधानमंत्री बनाया जाए। हम भाजपा के सम्मानित अध्यक्ष से पूछना चाहते हैं कि क्या ये समय है सियासत करने का, क्या ये समय है राजनीति करने का? उनके कर्नाटक के पूर्व मुख्यमंत्री ये कहते हैं कि नॉन मिलिट्री प्रिएंप्टिव स्ट्राइक’ से हमारी कर्नाटक में 28 में से 22 सीट आ जाएंगी। श्री गिरिराज सिंह जी कहते हैं कि जो 3 मार्च को भाजपा-एनडीए की रैली में भाग नहीं लेगा, वो तथाकथित तौर पर पाकिस्तानी है। हम बहुत जिम्मेदारी से इस सरकार को कहना चाहते हैं कि ये जो सारे बयान हैं, ये पाकिस्तान का प्रोपेगेंडा तंत्र को मजबूत करते हैं और ये सारे वक्तव्य आज की तारीख में, आज की परिस्थिति में भारत के हक में नहीं है। आज सारा देश एक है, सारे लोग एक हैं और आज जरुरत ये है कि सरकार और भाजपा को भी उसी भावना से एक होना चाहिए। At a point in time, when the nation is united, there is a need for the Government and the BJP to come together.      

 

जहाँ तक विंग कमांडर अभिनंदन वर्धमान का संबंध है, हम पाकिस्तान से ये मांग करना चाहते हैं और पूरे जोर से ये मांग करना चाहते हैं कि विंग कमांडर अभिनंदन को तुरंत पाकिस्तान की सरकार बाइज्जत भारत वापस भेजे और जिस तरह से उनके साथ सलूक किया गया, वो जिनेवा कन्वेंशन का सीधे तौर से उल्लंघन है और मानवता और जो कूटनीतिक उसूल हैं, वो ऐसी कार्यवाही की इजाजत नहीं देते। 

 

एक प्रश्न पर कि आज तक भारत अपने फैसले खुद लेता आता है लेकिन ऐसा लगता है कि अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप की टिप्पणीयों के अनुसार भारत काम कर रहा है, क्योंकि पहले उनका ये वक्तव्य आता है कि कोई बड़ी घटना होने वाली है, तो भारत, पाकिस्तान स्थित आतंकी ठिकानों पर हवाई हमला करता है, उसके बाद जब ट्रंप कहते हैं कि भारत-पाक के बीच में कोई अच्छी खबर आने वाली है तो पाकिस्तान के प्रधानमंत्री इमरान खान भारत के साथ शांति वार्ता का प्रस्ताव करते हैं, कांग्रेस की क्या टिप्पणी है, श्री तिवारी ने कहा कि ये समय नहीं है इस सवाल का जवाब देने का, लेकिन हम ये जरुर कहना चाहते हैं कि भारत और जब मैं भारत की बात करता हूं तो मैं किसी विशेष सरकार की बात नहीं करता हूं, मैं भारत की तमाम सरकारों की बात करता हूं कि एक चीज नि:संदेह रही है कि भारत अपने फैसले खुद करता रहा है और भारत अपने कूटनीतिक और सामरिक फैसले खुद करता है। हम ये उम्मीद करते हैं कि ये सरकार भी उन्हीं कदमों के ऊपर चल रही है। पर बुनियादी बात ये है, जिस बात को हम दोहराना चाहते हैं कि ऐसे समय में एक राजधर्म होता है और उस राजधर्म का अभिप्राय ये है कि देश दल से बड़ा होता है। ये समय नहीं है राजनीति करने का, ये समय नहीं है सियासत करने का, देश अपने सियासतदानों को, अपने नेतृत्व को दलगत राजनीति से ऊपर उठता देखना चाहता है और हम सरकार से बहुत विनम्रता पूर्वक ये आग्रह करते हैं कि दलगत सियासत से ऊपर उठने का समय है।  

 

एक अन्य प्रश्न पर कि सरकार की तरफ से आप पर आरोप लगाए जा रहे हैं कि 21 दलों की बैठक ऐसे समय में करना क्या उचित था, श्री तिवारी ने कहा कि आप अगर संपूर्ण विपक्ष के वक्तव्यों को संज्ञान में लें तो एक बात बिल्कुल साफ तौर पर उभर कर आती है कि न विपक्ष की तरफ से, न कांग्रेस पार्टी की तरफ से सरकार की आलोचना की गई और ना सवाल पूछे गए। ऐसा नहीं है कि सवाल नहीं हैं, पर हमारा ये मानना है कि ये समय नहीं है सवाल पूछने का। पर दूसरी तरफ हम क्या देखते हैं कि ऐसे संवेदनशील मौके पर प्रधानमंत्री जी की, गृहमंत्री जी की, भाजपा अध्यक्ष की, उनके जो बाकी मंत्री हैं, उनके जो पूर्व मुख्यमंत्री हैं, उनकी जो प्राथमिकता है, वो सामरिक नहीं है, उनकी प्राथमिकता राजनीतिक है और इस पर हमें आपत्ति है, इसलिए हमने आज ये प्रेस वार्ता रखी थी कि सरकार से ये अनुरोध किया जाए कि देश के जीवन में एक ऐसा समय होता है जब दलगत राजनीति से ऊपर उठने की जरुरत होती है और आज वो समय है कि सरकार के मंत्रियों को, भारतीय जनता पार्टी के नेताओं को दलगत सियासत से ऊपर उठना चाहिए। 

 

एक अन्य प्रश्न पर कि क्या पाकिस्तान जिनेवा कन्वेंशन को मानेगा, श्री तिवारी ने कहा कि ऐसे समय में अगर और मगर के सवालों का जवाब नहीं दिया जाता है। जहाँ तक जिनेवा कन्वेंशन का सवाल है, जिनेवा कन्वेंशन पूरी तरह से लागू होती है और पाकिस्तान का उत्तरदायित्व है और पाकिस्तान की जिम्मेदारी है कि उस संधि के तहत हमारे जाबांज पायलट के साथ एक मानवीय तरीके के साथ व्यवहार किया जाए और तुरंत उनको भारत को बाइज्जत लौटा दिया जाए। 

 

On the question of reaction of the Congress Party on the tweet of Shri Navjot Singh Sidhu, Shri Manish Tewari said there are certain inescapable facts and these inescapable facts are that Pakistan has been sponsoring a proxy war against India. Now going back to 1979-1980 the first recipient of that proxy war or that unprovoked cross-border terror using semi-state actors was Punjab. For 15 long years, Punjab suffered because of the terror unleashed by the ISI and its instrumentality. So, therefore, there is a time to act and there is a time to talk. Dialogue can only take place when the atmosphere is conducive for a dialogue and the current atmosphere is not conducive for a dialogue. If Mr. Navjot Singh Sidhu has an opinion, that is his personal opinion and it is not the opinion of the Indian National Congress. 

 

सरदार नवजोत सिंह सिद्धू द्वारा किए गए ट्वीट पर पूछे एक अन्य प्रश्न के उत्तर में श्री तिवारी ने कहा कि कुछ बातें बिल्कुल साफ हैं, पिछले 4 दशकों से पाकिस्तान, भारत के खिलाफ आतंकवाद प्रोत्साहित करता रहा है और उसका पहला भुगत भोगी पंजाब था, 1980 से लेकर 1995 तक पंजाब ने पाकिस्तान प्रायोजित आतंकवाद को अपने जिस्म पर झेला था, हजारों बेगुनाह लोग उस आतंकवाद में मारे गए। तो एक समय होता है बातचीत करने का, एक माहौल होता है बातचीत करने का, आज वो माहौल नहीं है। अगर सम्मानित सरदार नवजोत सिंह सिद्धू जी की कोई और राय है तो यह उनकी व्यक्तिगत राय हो सकती है, वो कांग्रेस पार्टी की राय नहीं है। 

 

To a further question as to if it is not the appropriate time for talks then what should be done in the present scenario, Shri Manish Tewari said- it is not for us to advise the Government what should be done. It is for the Government to decide as to what the course of action should be. We have demonstrated exemplary solidarity with the Government. The Government has decided on a course of action, we backed it unanimously and so, therefore, these are decisions which the Government has to take based upon the best information which is available to them. We are not going to utilize a public platform to advise the Government at this juncture, neither it is appropriate nor we are going to do that. 

 

On the question of reaction of the Congress Party on the Pakistan Prime Minister Shri Imran Khan’s address to Pakistan, yesterday, Shri Tewari said- The statement is not very different from what previous Prime Ministers of Pakistan have been saying. The fact is that this hardly subterfuged nuclear threat and the offering for a dialogue really subterfuges the larger issue of the Pakistani deep State of being complicit in sponsoring terror, but, ultimately it is for the Government to take cognizance of that statement and it is for the Government to really respond to it. As I earlier stated or as we earlier stated that there are certain inescapable facts and cross-border terrorism, proxy terrorism, use of semi-state instrumentalities is that an inescapable fact.
